In an Engg. Procurement and Construction (EPC) project for the creation of a process plant, when is process design basis made? I mean whether it is made by Process Licensor or EPC contractor? Is this the first deliverable of the process department?

A "Process Design Basis" is generally generated for the first time at the Front End Engineering Design (FEED) stage. So if the FEED package is by a licensor then it's first issue will be prepared by the licensor. However, if the process plant employs open art technology such as a Gas-Oil Separation facility then the process design basis would be expected to be prepared by the EPC contractor.

 

In general the first issue of a "Process Design Basis" would be tagged as "Issued For Comments" wherein some design data may be under "HOLD" or missing. The subsequent issue tagged as "Approved for Design" ensures that all the "HOLDS" are removed and missing data incorporated before it becomes as a final document for further process design activities.

It could be as well prepared by the Client (Operator company), at the beginning of each project phase. This is a common way for the company to define basic design criteria, battery limits, technologies, etc. Throughout the project, Basis of Design is updated by the EPC company based on new information available.

I have read all replies.

 

Based on my experience, Design Basis shall be prepared at early stages of project to define all required data. Contents of design basis depends on project type (e.g. basis of design for conceptual design and basic design are not the same.)

 

Contractor shall prepare the basis of design based on applicable assumptions, data from licensor and client.

 

some data shall be provided by Licensor (e.g. start of run / end of run catalyst activity) anything related to know how / technology  and needed for design shall be provided by Licensor. 

 

Some data shall be provided by Client (e.g. required specification of product in a basic design or client's discount rate in feasibility studies, etc.)

 

and some data shall be gathered by contractor (e.g. site condition, available technical data, assumptions, etc)

 

definition of basis of design may be slightly different depending on region.

 

Basis of design is the 1st document which shall be issued by process department but it is not necessarily the 1st project document. usually coordination procedure, numbering procedure and other general documents shall be prepared before design basis.
