For laminar flow pressure drop for flow through a pipe is directly prportional to velocity while it is prportional to square of the velocity in case of turbulent flow which is better from various aspects.

The most important aspect is economic! Other aspects will influence the economics like power required to pump the fluid, capital cost of the installation, big piping for lamoinar flow, small piping for turbulent flow, maintenance costs, etc.

Hi, cmiiw, Usually we want to optimize the line size vs capacity. We want to transfer as much as fluid possible (limited by pressure drop, errosional velocity, vibration, noise, etc) with the lowest line size. Thus, most of the time it will be in turbulent region. But, that does not mean that turbulent region is better than laminar.
