We are doing FEED for a Ammonia-Urea complex with utility facilities having capacity of 1700MT/D urea.How mutch we can spend for FEED as % of total cost.

Let us try to have a general figure, referring to Perry, 7th edition (1997).
FEED (see http://www.cheresour...h__1#entry38573 can be generally considered as something more than basic engineering. Engineering is about 9.1% of Fixed capital cost (Table 9-53), so basic engineering plus a bit extra could be about 1.5% of it.
Typical average costs of detailed estimate for Projects of 10 - 100 million USD is 1 million USD (Table 9-47), which means 1% of Project cost for big Projects. FEED comprises more or less same activities, but engineering has to be a bit more detailed.
Therefore FEED for big Projects can be about 1.5% of total big cost. This is order of magnitude, since scope is usually defined in a case by case basis. It could be turn double or half.
Above rough figure is given for want of something more precise, which would be welcomed.
Specific data for the complex would result in a more precise estimate.

From my experience, engineering will be 8-12% of the total installed cost of the facility. FEED usually means that you do between 15-25% of the engineering prior to sanctioning the project (or putting it out for lump-sum bid). The extent of engineering completion depends on the client / project type / execution philosophy and location. As a rough estimate you are probably looking at about 2% of the project cost being spent during FEED.
