We provide minimum flow lines to protect the pump from running dead headed.My understanding is that we can achieve it by providing control valve or an orifice. In case of orifice the pump capacity gets larger to accomodate the min flow and power is wasted.

Can somebody please clarify if min flow is required for On/Off pumps. Pumps running at high level and stopping at low level.

It is required, if this intermittent operation lasts long enough for the pump to be overheated in case of an inadverted valve closure at the discharge. Nature of pumped liquid (flammable or not) plays a role in the decision. Look at previous thread http://www.cheresour...h__1#entry44445 for a more detailed picture.
