WHAT IS THE MINIMUM POSITIVE PRESSURE OF FLARE SYSTEM WHITOUT WATER SEAL ( GAS SEAL ) ?

Even with the water seal and gas seal, the oxygen content in the flare header should be maintained below 6 vol% as recommended by API. If no sweep(purge) gas is supplied, the flare header may be exposed to vacuum condition, then the air may possibly infiltrate into the header or back-mixed with the hydrocarbon vapors from flare tips, which would be dangerous state due to a possible disastrous explosion. Refer to API RP521.

I think sweep gad differ from purge gas
purge gas is injected for priventing flash back from tip
but sweep gas is inject at the end of branch flare header for making positive pressure in flare system
what is your idea about positive pressure in gas seal flare ? because water seal drum makes positive pressure.

another question : In which condition may deflagration occure in the flare system without water seal drum ?

The "minimum pressure" to prevent backflash into the flare system is above atmospheric. You will likely not even be able to measure this pressure, so it is unimportant. What is important is the minimum velocity of gas through the flare tip. This is what will prevent air from diffusing back into the flare system. The velocity is not very high but the volume of gas required increases with the diameter of the flare stack.

The minimum velocity of purge gas for positive pressure in flare system is 0.3M/sec( 1 Ft/S).
