Critical Equipments & There Vendors In An Ammonia Plant

There are about 150-160 equipments in an ammonia plant.Of these 30-35 equipments are identified as critical
equipment by Process Licensor.For critical equipments process licensor has some selected vendors.The vendor for other equipments are selected by mutual understanding between Owner & general cotractor.
In the Compex there are other auxiliary (Package) equipments like Boiler,Power plant,N2 generation plant etc. which are out of process licensor's scope.
We(owner) like to include the following equipments( Ammonia Plant) in the critical list :
1.HTS
2.LTS
3.CO2 Absorber
4.CO2 Stripper
5.Methanator
6.ID fan for Reforming section.
7.Feed Gas Compressor(NG booster compressor)& its driver turbine.
8.Refrigeration compressor & its driver turbine
Also the following Package Items we like to include in the critical list :
1.Boiler
2.Power Plant
3.N2 Generation
4.Instrument Air
5.Demineralization
6.Cooling Tower
7.Ammonia Storage Tank
When an equipment is identifyed as critical general contractor has to ensure the following points :
1.Sringent code & standards are to be followed.
2.Select Internationally raputed proven vendor(the vendor must have supplied same equipment in two similer projects which are in operation for last 5 years.)
3.For extremely critical items we want code stamping.GC dont agree for stamping.
Since this is an LSTK Project, general contractor like to keep critical equpments list short.Because for non-critical items GC has some freedom to choose vendors.
Problem is Process Licensor stated that they can not ensure quoted energy consumption figure if quality equipments are not choosen.
Now I like to have forum members suggestion on the following points :
1.What should be the criteria for selecting critical equipments?
2.Can we compromise with stamping regarding extremely critical equipments?
3.Is it logical for the Process Licensor to shift from there commitment regarding energy consumption giving an excuse of not selecting quality equipments?
4.For Compressors we like to have the same vendor for its driver turbine.For power plant similerly we want the same vendor for the Boiler,Generator& Steam Turbine(Available).We like to follow this srtatagy for future communication easy regarding maintenance.But GC dont agree.What should be our strategy?
