Cold Vent Vs Flare System

dear all,
Please specify where we have to use cold vent and flare system.What makes us to select whether we need cold vent or flare in platform.Is it any specific reason to select (a) Cold Vent compare with (b.) Flare system and vice versa.

Use Flarenet and flaresim.it is better

As per API 521 you may decide to discharge HC's or other flammable or hazardous vapours to the atmosphere rather than flare provided that following issues not to be occured:

- Formation of flammable mixtures at grade level or on elevated structures
- Exposure of personnel to toxic vapours or corrosive chemicals
- Ignition of relief systems at the point of emmision
- Excessive noise levels
- Air pollution
