TVP gives the criteria for floating roof and fixed roof tank. But what is the criteria for when to use external floating roof (EFR) and when to use internal floating roof (IFR)?

I know one is if weather contamination is to be avoided then IFRs are used. What are other factors?

Two other factors will lead to using IFRs:

1- To avoid added requirement that EFRs must accomodate loads due to varying weather conditions (rainfall load,...).
2- When reduction of effective height of the tank (will lead to reduction in maximum liquid storage capacity of the tank) due to using IFRs wouldn't be so important.

Is Flash point in any way a contributing factor for choosing IFR?

Of course, as follows:

IFR tanks are used for low flashpoints liquids (e.g. gasoline, ethanol, etc.).
EFRs are suitable for medium flash point liquids (naphtha, kerosene, diesel, crude oil, etc.).
