Ours is a batch production chemical plant. Right now the problem is because of human error there is intermittent mixing of brine with ct water. i need to find a solution for this problem at the root cause (ie, human error) and solve the issue. The constraint is that i am not allowed to use DCS or automation as the budget requirement is not there. I have to design a manual system which is 100% free from human error. pls help me with solution..

A sketch with the distance between equipment / isolation valves will help to support your query . A process description will help!

Note : simple lock could be sufficient

The process description is this: the reactor used is a single limpid reactor. When the cooling is supposed to be given to the reactor the inlet and outlet connection for brine is kept open while the CT water inlet and outlet is closed. When the room temperature is to be maintained, it's viceversa with ct water. he problem happens when the operator, unknowingly, partially opens or closes any of the valves - or there could be a possibility of valve passing. this is the scenario in our industry can u explain the lock mechanism u just mentioned. sorry i am not able to post the diagram... I'll try to post it soon.

Can you use padlocks to maintain fully open or fully close the valves ? If you cannot use DCS , you may be able to actuate the valves on a local panel or through simple PLC ?

This is right suggestion for actuated  pneumatically valves .
