In what situation is it possible that for turbulent flow friction factor for rough pipe is same that of the smooth pipe?

Anywhere a horizontal line on the Moody chart ( see http://en.wikipedia....ody_diagram.jpg ) crosses both the laminar flow line and the turbulent flow line the friction factors will be the same. This can only happen for e/D > 0.005 (approximately).
