The ASME code was put together precisely to ensure that all Steam Boilers in the USA were designed in a safe and secure method and that their operation would result as a safe and steady one.

Therefore, it is precisely the ASME power code section (for fired vessels) that is recommended as the best "link or book" to follow and apply to such a mechanical design. Of course, in order to first be able to read, understand and interpret what the ASME code states requires a professional engineering degree at the very least. And even with a full understanding of the code, one has to have a minimum amount of practical, hands-on, mechanical design experience in designing boilers in order to ensure that the design will actually work, produce steam, consume the required fuel, and operate as specified. Like everything else in the engineering world, it isn't going to be easy or cheap to acquire such skills.

In addition to above posts, you can look at http://www.nationalboard.org/index.aspx?pageID=134&ID=286, or even at http://www.cheresources.com/invision/topic/16607-firetube-waste-heat-boiler (though specific for waste heat boilers), as an introductory material. Searching for "water tube boiler" in the forums will reveal more data, potentially of interest.
More information would result in more specific answers. For instance, boiler capacity, pressure of produced steam, etc, would be useful to be known. Besides, do you want to elaborate mechanical design of the boiler or just a process duty specification for vendors' info / requisition? In the second case you have just to mention the code, otherwise ASME code needs long study for familiarization (Mechanical Dept, not Process, is locally knowledgeable about this code).
