I have heard of 10/13 rule for heat exchanger design pressure determination if one side of heat exchnager has a higher pressure than other side.

 

recently if found a rule that says ... tube bundle differential design pressure should be minimum 300 psi (tubes should have maximum 300 psi design pressure lower than shell side) when either side of heat exchanger design pressure exceeds 600 psi

 

 

does any one has any idea about its validity or where it came from ... or any similar criteria
