Dear 

I want to know that when do we consider full vacuum  design in equipment?

1-as i know in any case when we use steam for example in startup or cleaning we should considered FV for equipment  what about another scenario that need FV

 

2- what is different between FULL VACUM and PARTIAL VACUUM and when we use partial vacuum

I've never known of any partial vacuum design basis.  If you have to consider a partial vacuum in a vessel, then it is designed for full vacuum.

Of course there is no full (perfect) vacuum that can be achieved.  But you still design for it because of practical reasons that the difference is very slight.
