Am designing a electrostatic coalescer. My outlet specification is 0.5% BS&W .
"To operate effectively the Electrostatic Coalescer requires at least 2% BS&W in the feed"
Why is it so?

Nobody designs the equipment. They provide a specification to the manufacturer.

Hi Gany,
In order to have a good separation in the desalter, you need to have the propoer water population in the inlet feed.
I don't know the scheme of your desalting package but usually (depending on the cure characteristics) the feed shall contains 5%vol of water; This amount of water can be formation water only or formation water + dilution water depending on the performances to reach
