Are blowoff manway needed for bitumen tanks(atmospheric tanks- vertical cylindrical)?

That depends on whether emergency venting due to external fire is a credible scenario for your bitumen tank. If yes, an emergency venting device is required which can also be a blow-off hatch which is a non-reclosing type overpressure protection device similar to a rupture disk.

If the tank isn't equipped with a frangible roof and there are one or more credible over pressure scenarios whose relief loads are (much) higher than that of normal venting (fire case, gas blow by case, PCV failure to be in wide open position,...); then the tank required to be equipped with a blow off or emergency man way...
