These three elements are only for drum level control. Drums are small, so response must be fast. Pressure is generally controlled through a boiler master control that adjusts firing. You might want to Google industrial boiler control.

Thank you for your reply. I am well aware of steam header pressure control. My question was when we can use pressure signal in 3- element level, than why we prefer flow signal.
As pressure and flow will both respond in case of disturbance
