Any scope for process engineer to start its own process design consultancy company. How to start as small scale process plant design company. Can any one guide me.

Chemical engineering/chemical plants are very wide. There is wide scope and huge competition. First of all, decide the product you desire to manufacture. Study in detail on the process. There are governmental agencies who help the small entrepreneurs in  getting grants/loans, machinery manufacturers addresses etc. You make a project report and approach a bank for finance. There are consultants who can make/ implement the project on turn-key basis also.
