pH applies to aqueous solutions only, because it is a measure of concentration of H+ ions. It has no meaning for Hydrocarbons.

One way of checking pH of light petroleum products is by extracting the product with an equal quantity of 7.0 pH water and checking the pH of the water extract.
pH of crude oils can also be checked in the above way if the crude oil is light and water separates from it on settling. For heavy and viscous crudes a pH meter may be useful. For heavy crudes, dilute with an equal quantity of neutral solvent like iso octane and use pH meter. Dilution factor may be stated while reporting the result.
This was how we were doing in the good olden days.
