Hi Titim,
1. In Hysys, we can define a stream to have its properties be calculated as per a specific fluid package eg: NRTL, Peng Robinson etc.
2.There are occasionally cases where the stream has been defined as per one property package, but some equipment that have been defined to take a specific property package as inputs (eg. Peng robinson) cannot take stream inputs of other fluid packages (eg NRTL)
3. So in these cases, we use a Stream cutter for changing the fluid package of the Stream, for property calculation.
4. Eg. If I have a stream which has properties calculated as per NRTL but it goes to a scrubber that has been defined as per Peng Robinson, then I have to use a Stream cutter on the stream prior to entering the scrubber to convert the stream fluid basis from NRTL to Peng Robinson etc.

One of the main applications of cutter stream is for Recycle stream.
If you are familiar with Hysys, should know that is some cases like reactors and distillation columns one stream to be come back to the equipment and so recycle stream is inevitable.
In order to obtain the desired result, the recycle stream to be revised. So, each time we must cut it by cutter stream to change the initial value of one side of recycle and then delete the cutter and run the program/simulator again.
