Is it possible to find compressibilty factor (Z) of gas (Ethylene) based on actual available conditions like pressure, temperature, mass flow? or is it possible to give direct formula for compressibility factor (Z) without pressure, temperature and mass flow conditions?

You should be able to find ethylene compressibility tables and graphs from actual measurements. Try Google.

Another source ( it may be hard to find) is a graph of Lee and Sears,1963,p. 65. It has a compressibility chart for ten different compounds. One of which is Ethylene.
