I cannot find in API 2000 if the maximum liquid level or the entire tank volume should be used to calculate "Vtk". Where does it state which volume to use? Thank you.

As far as i know, total tank volume should be used as vtk in relevant calculation...

Appendix A, Table A.3, note a, states to use up to the max liquid level, but I am not sure it this applies to the rest of the standard.
