You shall study the books about designing the industrial furnaces and  process design by Ludwig and you may find useful information in Perry's handbook of Chemical engineering.

Steam Reformer design is a real special design done by a few companies (Haldor Topsoe, KBR, Linde/Lurgi and UHDE/Thyssen Krupp). There might be a fifth and sixth, but not more. When you have tubes at 900-950 °C at 30-40 bar pressure with gas and hydrogen inside, you have to consider from the metallurgy, to the firing pattern, the refractories, the flow pattern inside, the burner technology, the expansion contraction of every part, etc, etc. And those details are kind of well kept secrets of those companies. However, for an academic project you may find good information in the following books and publications. Try to find them in your college library.

 

- Ullman's Enciclopaedia under the "Hydrogen" topic.

- Ammonia, by Max Appl, edited by Wiley

 

One detail is that modern steam reformers have a heat flux that is higher than what you will find as rule of thumb for a fired heater. You may find rules of thumb values of 35-40 kW/m2 while steam reformers may run 80-100 kW/m2
