Wind Enhancement Factor In Kumana Kothari Calculations

I am using the spreadsheet supplied here for calculation for "Heat loss calculation in a vertical and horizontal tank and in a pipeline"
The spreadsheet and guide provides by Enrico Lammers are superb! But the doubt I have is on the original paper from Kumana and Kothari,
in this paper the Wind Enhancement Factor plot shows that the factors are lower when the delta-T increases, I find this surprising,
since the higher the temperature of the surface it seems intuitive to me that the highest the temperature on the surface the faster the
will flow to the air closer to the surface, so for a constant wind speed, the factor should increase as the difference in temperature
increases. What am I missing?
