I read this paragraph is the gas turbine specification
 
Gas turbine packages (defined in this instance as the combination of a gas generator and free-power turbine) shall have a proven record of satisfactory continuous operation under extremely hot desert environmental conditions. Re-rates or new variants of existing engine types will only be considered on the basis of a detailed review of the magnitude of the rating change/extent of the changes. The proven record shall include a minimum of 20,000 fired hours for the lead unit and a fleet total of at least 40,000 hours. 
 
what is the difference between fired hours for the lead unit and fleet total hours?

My interpretation: 'lead unit' means the first unit of its kind put into service, 'fleet' means all units of the same type put into service. So a new engine variant should have an extensive reliability record in order to be considered.
