Is it possible for a dissolved gas to evolve from water if the mixture is below its bubble point temperature?

 

For example will H2S evolve from a water stream containing 10 ppm mol H2S if that stream is below its bubble point temperature at atmospheric pressure.

Sure, if you want to remove the H2S from the water, just bubble air through it and the H2S will get stripped out.

There are also other chemical methods as well. They involve circulation inside a packed column with chemicals flowing countercurrent to H2S laden water.
