How can calculate pressure built up at no flow for suction line of pumpsis there any help can get

The pressure at the suction piping during pump shut-off condition will be the max pressure possible in the suction vessel i.e. set pressure of the relief valve on the suction vessel/tank + high-high liquid level in the suction vessel/tank.
Note that the suction piping is designed for the shut-off conditions:
1) up to the first isolation valve of the pump or
2) up to the first isolation valve of the vessel/tank
One of the two are considered based on the Client/Company requirement.

You can calculate the maximum pressure in the suction i.e. the Elevation of the vessel + Maximum Liquid Level + Set pressure of the relief valve on the suction vessel.
The two conditions that I have mentioned above are good engineering practice or philosophies of different Client/Company.
