For PEtrochemical Plant, what is the range for temp/pressures uptill which PEng Robinson fluid package is valid ? like upto how much pressures and temps ranges ?

there is not a specific limit, the alpha function in Peng Robinson standard (not the different, extended, derivations) can return decent values on gas phase for Tr > 20, for liquid phase it is not very accurate, many extensions (as volume translation etc.) are available, see The Properties of Gases and Liquids or similar books for a detailed discussion
