How I can calculate Volume for column,vessels, condenser at normal operating level?
In general, it should be calculated based on a point between the HLL and LLL but closer to the one with lower probability to happen, while HLL itself is lower enough than the HHLL and LLL is higher enough than the LLLL...

The total volume for fixed vessels is assumed constant and determined by its size and shape. Liquid volume mensuration can be complex when you consider head type and vessel orientation, especially for horizontal vessels. I calculate each portion of the vessel separately depending on my purpose --- 'this is the volume in the head, this is the volume in the cylinder, this is the volume between HLL and LLL.' For unmeasured liquid levels (as is common in condensers) you must make conservative assumptions or model the unit's hydraulic profile.
