I am working on a 350000bbl (55000 m3) storage tank for Jet A1 and which eventually will storage other fuels (nafta or diésel). The tank diameter is about 220 ft.

According to JIG 1530, the bottom should be cone-down with a center sump for ease of water removal, however, JIG1530 also refers that for large diameter tank optimum design may include a cone-up bottom for structural/engineering reasons (reasons not related).

Could you please recommend to me which type of bottom should be used or share your experiences with large storage tanks?

I've only designed one large storage tank (coned up for my application) and learned what I could from engineering references. For your application I would choose the coned down bottom for the additional storage capacity it provides. You will have to take measures to prevent water from accumulating under the tank bottom causing corrosion problems. The drain line cannot be buried since then it cannot be inspected, so the long drain line will have internal piping and exit the side of the tank with a siphon opening at the bottom of the sump. The tank will need an external walkway to the top center to access the level gauge hatch.
