Sounds like a good question for an experienced offshore drilling platform person, "are ChE skills needed on an offshore drilling platform/rig"?

It depends on employer. I think if you will get some experience in upstream you can try to go to downstream. Process engineering is more complex and your future employer's prerequisites perhaps will be unreached based on your future degree.
