My basic understanding that we need to install vortex breaker in the liquid outlet lines for the vessels that serves pumps as a protraction to the pump from getting gas into the liquid stream. Is this assumption right or there are other considerations.
Any advice.

That's basically the answer. At some low level point, the liquid will start to swirl in a circular motion. You can see this effect in your sink as water goes down the drain. This will have the tendency to suck any vapor from the vapor space into the liquid stream thus causing pumping problems. The vortex breaker will stop this swirl effect.
