Purpose Of Natural Gas Saturator?

In certain steam methane reforming plants that make syngas for methanol/ammonia the desulfurized natural gas is first humidified with process condensate in a 'saturator' and then further steam is mixed to the saturated natural gas before it enters the prereformer/reformer to adjust the S/C ratio.  I wanted to know what is the point of adding water to this natural gas to saturate it and why cant the steam needed for the prereformer directly added to it to get the required S/C ratio, than first saturate it and then add steam? i.e i can just mix steam with desulfurized natural gas till i get S/C ratio needed for the prereforme,r why do i need to add water via  asaturator first?

Condensate is cheaper than steam. Enough so to pay for the saturator.
