Within a well-known licencor document I found following text:

 

This Standard Specification covers general requirements for the design of shell and tube
heat exchangers;
 
The shell side shall be horizontal, single pass with a conventional floating head tube
bundle having rolled in tubes and arranged with two or more tube passes per shell

 

 

why such limitation (floating head) should be mentioned by Li censor as general rule.

Maybe there would be thermal expansion issues without a floating head?  Just a SWAG.
