Assume a centrifugal compressor with discharge pressure (design) ~ 18 Barg.

Compressed stream is cooled and then fed into turbo-expander.

Outlet of the expander is connected into vessel with three discharge: one into next expander and two another streams goes into exchanger, the vessel and downstream design pressure is ~ 6 Barg. 

Issue is that vessel has not any blocked outlet PSV.

Can I take credit for this arrangement (multiple outlet) to avoid blocked outlet case?

You can take...but it depends...

Multiple outlet arrangement is one of the solutions to get rid off considering blocked outlet case in a pressure vessel, but it has to be administrated (by valving and their LO facilities, line sizing, material balance, simultaneous outlets blocking,...) such that in any case the pressure wouldn't build up in the vessel over than the vessel design pressure (in your case 6 barg). In the description you provided, there is lack of adequate info to judge about the possibility of the BO case removal in the vessel with 6 barg design pressure.
