Blocked Outlet For Continous Source

Hello 

I have two questions about the blocked outlet scenario.

1- Suppose if our design pressure is equal to the design pressure of the gas source (for example compressor or boiler), is it still necessary to put psv for blocking of a continuous source .Suppose if the design pressure of the boiler is 12 bar and the design pressure of our line is 12 bar, is psv necessary?

In fact, my question is whether considering the blocked outlet scenario for the source of continuous gas production (such as compressor and boiler) is related to the considered design pressure or not?
 
2- In the instrument compressed air system, if we don't have a fire scenario, is it still necessary to put psv on the receiver tank (after dryer) or psv on the dryer is sufficient?

For Compressors, PRV is required if the surge pressure at the trip speed is higher than downstream design pressure. Otherwise PRV on the downstream of compressor is not required. However, all vendor's or EPC companies provides relief valves on the downstream to consider it as mechanical safety POV. Even before the PRV activates, youve performance controllers, load sharing or else 2oo3 logic on discharge (either PT or TT) etc which will ensure that PRV are not popped out.
