Dear friend,

You are asking a simple solution for a series of answers.

First the entire system to be divided in to subsystem, Basic function and associated functions.
Normally the mechanical completion checklist (with catagory A,B and C) to be prepared first before proceed to precommissioning activities. Precommissioning activities involves conformity checks, Pipeline flushing (Hydrotest is part of construction activities), static test/deenergised checks to be carried out.

Dynamic/Live test like function logics, simulation tests , Solo run test for the electrical drives to be done before starting actual commissioning ie., allowing the medium in to the system. Finally the system to be run idividually to observe its normal function. Performance test and acceptance test come as last before the system is handed over to Operation department.

Win PCS and Opercom/ICAPS (by Total) are most common methodologies followed in industries for Engineering for commissioning .
