In one of the assignments ,i have a viscous liquid being stored in an API 620 low pressure tank which has a PVRV and an ERV.I am nitrogen flushing to clean the feed line to the tank.I hav ethe following doubts:
1)How to ensure that the nitrogen flushing wont overpressurise the tank?
2)Can i calculate the safe quantity of nitrogen which can be used for flushing?
3)I am suspecting that at the end of the flushing a sudden spike of nitrogen will overpressurise the tank,while my PVRV will be still openeing(response time plays a role).What will be the pressure spike?
Tank is 85% full.Can i keep the ERV open during the flushing operation?

Before i proceed, let me make thing clear first. What's "ERV" ? Is this blanketing assemblies OR large PSV ? What are the design flow for PVRV and ERV ?
1) If the nitrogen supply continuous open without closing, it will overpressure the tank. can't be avoided. You may provide a pressure regulating assemblies to close the N2 supply on tank pressure rise (before it reach set point). For safeguarding, provide a flow limiter i.e. Restriction orifice, pressure regulating vave, etc to ensure maximum nitrogen supply flowrate (FULL OPEN) will smaller than relieving device i.e. relieving capacity.
2) Theoretically, it basically the volume to replace the heavy product volume. Practically there may be two phase (nitrogen + heavy product) flow occur where it subject to flushing velocity, piping configuration, etc. Large amount of nitrogen will be wasted if this happened. Bad to say that i don't know how to calculate if this happened.
Personally, it is almost impossible to evacuate / flush out your heavy product complete using N2. Most of this time, other use liquid product e.g. diesel, oil, etc for product flushing purpose.
3) There might be a pressure spike but very much subject to you tank size. You can imagine if your inlet pipe size is very small which give you 0.1m3 at N2 pressure of 10 barg. The volume will increase 11 time into the tank which give 1.1 m3. This volume goes into a tank with volume of 100m3. The pressure rise to about 1.1 kPag (101.1/100*101.325 kPa abs = 102.4 kPa abs). So i this still far below your PVRV setting.
You last sentence REALLY confuse me, are you saying that you flush the line when it is 85% FULL ? What kind of activity is this ?

3)What i menat by 85% is the level maintained in the tank before the nitrogen flushing?If i decrease the level maintained,my storage capacity decreases

What assemblies attached to this vent ? only vent pipe ? Connected to flare or vent header and vent locally ? Any drawing for further understanding ?

When you flush your line ? part of normal procedure or during maintenace ?

I think you may consider to use the arrangement that you proposed BUT please kindly consult your INSTRUMENT specialist the sensitivity and response of your control valve. Theoretical it may work...but looking at your tie set point, i doubt...

What is the relief philosophy of this storage tank? Without knowing this it will be very difficult to provide any sensible answers. Depending on the configuration your PVV usually handles the normal in- & outbreathing cases (pump in/out + thermal) while the EV will handle the emergency outbreathing case(s) (fire).
