Not really but possible.

In this case the sizing rules will be complicated because the drum should satisfy both of the requirements. Do you have any experiance of sizing such a drum? How differenet levels should be set?(From BTM TL to LLLL, LLL-HLL, HLL-HHLL, and so on)

I would think it is rather simple...
Size the KOD drum as usual for process requirement. On top of that, provide volume sufficient for liquid volume from emergency liquid relieve or condensed liquid from vapor relieve within period stipulated in standard such as API Std 521.
