Wobbe number is a combustion index for gases. It it the calorific value of the gaseous fuel divided by its specific gravity (relative to air). This might be of use:

I am quite certain you will easily find the answers to your questions by doing a Google search. See for example http://www.apvgn.pt/...v_rep_part2.pdf pages 4 and 5. Also wikipedia gives a good hit: http://en.wikipedia....iki/Wobbe_index

As can be seen in the wikipedia article, Wobbe Index is the Higher Heating Value of a gaseous fuel divided by the square root of its specific gravity
