I am confused over designing Presssure Control Valves. Does we employ the same approach as done in flow control valve ?
I mean to say we found out the maximum , minimum & normal flow that may be required to maintain the pressure & then find Cv of the valve

Pump is used deliver required flow by external energy input. Head is the effect and consequence...

On contrary, valve is used to restrict flow passing across it. External driving source (e.g. signal, pneumatic, hydraulic, etc) which interpreted from set point change e.g. pressure, flow, level, temperature, etc will drive the valve to open or close. A valve being controlled (automatic or manual) is named as control valve and it normally prefixed with the control parameter e.g. pressure in your case.
