I have16" gasoil line for transportation along 3.5 km our temp rang 25 50 degree C class 150,sch 30 19.2 bar design presser WP 12 bar
my question how to design the reliefe valve for :
1\ thermal exp.
2\ over pressure
3\ MAIP
4\ surge

If you can give me all guide and help

The reason you haven't gotten any response is because the Internet community is not going to size the PSV for you. This is a reliability (and legal) issue and you or some other, and hopefully more qualified, engineer are the only ones who can be responsible

I strongly suggest you get a copy of API RP520 and RP521 immediately. Also, I strongly recommend you get the book, "Guidlines for Pressure Relief and Effluent Handling Systems", Center for Chemical Process Safety of the American Institute of Chemical Engineers.
