We want to recover the chloroform which is soluble in water about 1%. Is it possible commercially?

By simple distillation you will get a 97% Chloroform and 3% water azeotrope.
After cooling you will get a Chloroform product with some 1% water, and a water product pretty much like what is your starting point with some 1% Chloroform.
I am not sure if that's the case of Chloroform, but in general chlorinated organic compounds are slowly decomposed by water, and need to be advanced dehydrated.
The 1% remaining water in your distilled Chloroform needs to be removed using a third component or some process other than distillation.
So, your separation will most probably be more complicated than a simple distillation.
For sure the process is commercially possible. If the endevour is commercially feasible, that is something that you have to establish. Put together your process, see how much it will cost you, compare with how much you will get on the product and there is your answer.
