I need a criteria for sizing of blanketing line for a pressure vessel which it's normal pressure is 3 barg and its design pressure is 8 barg.
The inbreating gas will be supplied from fuel gas header and the outbreating gas will go to the flare header.

Your query is very vague. What do you mean by criteria? It could mean several things?
1. Are you looking for the flow rate for normal inbreathing/outbreathing?
2. Do you want to decide the set pressure for the blanketing?
If venting flow rate is what you are looking for then go through API 2000? Although the standard is for low pressure and atmospheric storage tanks the inbreathing and outbreathing equations are applicable for pressure vessels too.
Search for the excel file:
StorageTank PressControl Rev.1.xls given by Art Montemayor on the forum. It has fantastic guidelines for tank/pressure vessel blanketing.

Your question is not clear. First are you referring to the blanket gas supply, or a vent line?
You need to tell us more about your system.
Let me give you a broad reply at this time, but you need to determine a blanket set point, MAWP and MAWV.
For supply, you need a regulated supply so you must b e able to maintain a blanket set point with your supply. You must determine maximum outflow and maximum inflow based on your system and thermal requirements. Look at API 2000.
For venting you must have sufficient capacity to control the tank pressures within allowable limits.
This should get you started.

With a range from 3 to 8 barg you should not treat this like an atmospheric tank and it's doubtful that you will have to worry about small pressure fluctuations due to ambient temperature changes, solar heating, etc. So that leaves outbreathing due to filling and inbreathing due to emptying of the vessel. (I assume you have a PSV to deal with emergency situations; that is a MUST.) Given the wide range of pressure over which you could choose to allow your vessel's pressure to fluctuate, I'm not sure you really need any blanket gas flow into/out of the vessel. If you do not have very severe level fluctuations, then you probably will not reach your design pressure starting at the normal pressure.
