Having high point vents and low point drains on basically all lines (piping) is very normal. This provision allows for easy and complete filling of the system with water or other liquids and also the subsequent easy and complete draining of the same.
You must refer to your own specifications to know which method is the appropriate way of testing IA lines at your facility. This may vary from location to location.

First of all could you please improve your communication. This is not the way to communicate by punctuating your sentences with ...... . We don't use SMS texting on the forum, we use proper english as professional engineers are supposed to do.
Coming to your question about testing about instrument air system it is done pneumatically most of the times. If you use the search feature of the forum, using 'pneumatic' as the key word you will find a post related to pneumatic testing where pneumatic testing has been described in detail.
