Does anyone know if there is a API standard for the maximum allowable leak rate (in grams/min or litres/min) for downhole safety valves (sssv) and other xmas tree valves ? I have seen 425 litres/min quoted but this seems high.

The figure mentioned by you doesn't seem off the mark. Get hold of API RP 14C & take a look at Table D-2 of Appendix D of the standard. All 14 series API practices are for offshore (more stringent) but can be safely used for onshore operations.
