I need a better understanding how to size tank overflow pipe? I have seen calculation of static available and static required which needs to be smaller value than static available. Where some other people argue that it just a piece of pipe and you need to calculate delta p. I need a better explanation. Over flow line discharge to ground so it is not connected to any process equipment. What would be the consequence of not having it properly sized?

Review the resource attached .
The main concern is the design pressure of the tank .
hope this helps

If the overflow line is too small, the tank can be damaged (tank design pressure exceeded by backpressure in overflow line). Too much damage, and the tank may fail catastrophically. If the tank fails catastrophically, the fluid may kill people. Chemical plants that kill people may not survive (see Bhopal). Engineers that design tanks with fatal flaws, do not stay employed, can be held liable for damages, and are not employable after the trial.

That's all.
