Question: If a hydrogen line is laid beside a fuel oil line which is heat traced would it pose any hazard?

Answer:    If it is steam tracing, there is probably no hazard from the tracing. If the tracing is electrical and since hydrogen has such a wide range of flammability (i.e., from 4% to 75% by volume in air), then even a very slight possiblity of electrical sparking from the tracing would pose considerable hazard in the event of a hydrogen leak caused by an earthquake or any other reason.   It is quite common for hydrogen (and for that matter other flammable gases) lines to be laid next to high temperature pipes in refinery settings. Safety precautions that should be used include: killed carbon steel piping, welded fittings (hydrogen leaks very easily), piping inspection and a mechanical integrity program for vessels, and any electrical equipment should be of appropriate for the area classification.
