Fail Position Of Control Valves

Greetings
Fail positions of stripping steam control valves in various columns in our refinery were compared. It was observed that except in vacuum columns, all other stripping steam control valves are fail close. The stripping steam control valves of crude columns, side strippers, vacuum flashers (visbreakers), fractionators (Visbreakers) were fail close. Request forum members to give their views on why vacuum column stripping steam control valves are fail open.

Fail position of a CV to be specified regarding the safety/economical point of views.In the case of "vacuum column stripping" safest mode for steam control valve is fail open to prevent vacuum formation during its control loop failure.
