Can anyone give me idea on how to have a preliminary design for a seal drum for a flare system.

Flare seal drums are generally designed by flare vendors. Many designs have an integrated seal drum with the flare stack at the flare stack bottom portion. The flare vendor designs, manufactures and supplies the complete flare stack along with the integrated water seal drum based on the flare system specifications supplied by the client which includes the flare capacity, flare gas composition, flare header size, operating and design pressures and temperatures of the flare system.

However, if you are still inclined for designing a water seal vessel then refer Section 7.3.2.2 of API STD 521 for design guidelines of a water seal vessel. Also refer figures D.1 and D.2 of Annex D of API STD 521.

Additionally some guidelines for water seal vessels are given in the attached file.
