In 1993 I had phoned to a coleague having Platt's oilgram available (a magazine) to take some fuel prices. Now searching their site, http://www.platts.com one can understand that their subscription is not free and the info is electronically submitted to subscribers. So it is not easy to obtain it, unless somebody knows a subscriber. I suppose that exchange of information written on Platt's oilgram is permitted.

Indeed, the subscription for one publication (specific to a geographical area) is around 1000 US dollars per year.

Also try icis.com
While they also are subscription based, they do release old price reports e.g. from mid 2010 as samples and this might be enough. Search their website to see if you can find something similar to your product.
